AN ACT relating to domestic relations.
Create a new section of KRS 403.010 to 403.350 to define "Parenting plan" and other terms; amend KRS 403.110 to establish the underlying purposes of the child custody and related statutes; create a new section of KRS 403.010 to 403.350 to mandate mediation as a means for resolving many child custody disputes; amend KRS 23A.110 to require each family court to establish a mediation program; create a new section of KRS 403.010 to 403.350 to require a court awarding custody to first consider awarding permanent joint parenting responsibilities; create a new section of KRS 403.010 to 403.350 to create a means for the statutes of KRS 403.010 to 403.350 to mesh with federal and state statutes which refer to child custody rather than parenting responsibilities and parenting time; create a new section of KRS 403.010 to 403.350 to require that a parenting plan govern parenting responsibilities and parenting time; create a new section of KRS 403.010 to 403.350 to require that any parent shall have access to education, medical, and other records of that parent's child unless a court limits access for safety or other reasons; create a new section of KRS 403.010 to 403.350 to create penalties when one party interferes with the parenting responsibilities and parenting time of the other party; amend various KRS sections to conform; repeal KRS 403.270.
