SB 205/LM/AA (BR 1769) - A. Robinson

     AN ACT relating to retirement.
     Create Chapters 16A, 61A, and 78A to establish new retirement provisions for persons in the Kentucky Employees Retirement System, the County Employees Retirement System, and the State Police Retirement System who are hired after July 1, 2003; amend KRS 61.5525 to prohibit service purchased after July 1, 2003 from being used to determine medical insurance benefits.

SB 205 - AMENDMENTS


     SCS/LM/AA - Retain original provisions except change the effective date of provisions for new employees to apply to those hired on or after July 1, 2004; include paramedics and emergency medical technicians in the positions eligible for hazardous duty coverage; amend inviolable contract language applicable to employees hired after July 1, 2004, to clarify that the General Assembly may not reduce benefits retroactively, but may increase benefits retroactively; delete requirement in disability provision that employee could not be eligible for an unreduced benefit.

     HFA (1, T. Pullin) - Retain original provisions, and amend KRS 161.057 to permit a member of the Kentucky Teachers' Retirement System purchasing credit by December 31, 2003 to purchase credit for military service at 35% of the actuarial cost for each year of service, with 2% of the required payment allocated to the medical insurance fund.

     HFA (2/P, M. Cherry) - Attach the provisions of HB 53/HCS.

     HFA (3/P, M. Cherry) - Attach the provisions of HB 187, except specify the supplemental allowance paid to eligible judges participating in the Senior Status Program.

     HFA (4/P, L. Napier) - Attach the provisions of HB 425.

     HFA (5, J. Comer) - Amend Section 46 of SB 205/GA to allow purchase of federal service in the County Employees Retirement System to count toward insurance benefits if purchase is made by January 1, 2004; restrict purchases to vested employees participating in the system.

     HFA (6, J. Jenkins) - Include members of the General Assembly and judges who take office after July 1, 2004, in the new retirement provisions of SB 205/GA; close Legislators' Retirement Plan and Judicial Retirement Plan to new members after July 1, 2004.

     HFA (7, J. Jenkins) - Amend KRS 6.520 and 21.400 to set the retirement benefit factor of legislators and judges who take office after July 1, 2004; create new sections relating to the insurance benefits of retired legislators and judges to require longer vesting periods for new members taking office after July 1, 2004.

     HFA (8, J. Jenkins) - Amend KRS 6.520, relating to retirement benefits of legislators, to make the benefit factor for legislators taking office after July 1, 2004, 1.75% of creditable compensation; create a new section to provide insurance benefits for legislators after July 1, 2004, that require a minimum of 10 years service.

     HFA (9, J. Jenkins) - Amend KRS 21.400, relating to retirement benefits of judges, to make the benefit factor for judges taking office after July 1, 2004, 1.75% of final compensation; create a new section to provide insurance benefits for judges after July 1, 2004, that require a minimum of 10 years of service.
