AN ACT relating to competitive sealed bidding for government contracts.
     Amend 45A.070 to define alternate bid and base bid; create new sections of 45A.070 to 45A.165 to require all governmental bodies and school districts to follow certain procedures regarding construction projects; require the Finance and Administration Cabinet to establish and maintain a procurement training program; require the secretary of the cabinet to promulgate administrative regulations; amend KRS 45A.045, 45A.080, 45A.085, 45A.090, and 162.070 to conform.
