SB 213 (BR 1662) - A. Robinson

     AN ACT relating to bill drafting and other legislative records.
     Create a new section of KRS Chapter 7 to provide immunity from disclosure of bill drafting information to current and former legislators, Legislative Research Commission staff, and General Assembly staff; prohibit staff from waiving immunity; identify public records and establish a process for distribution.

SB 213 - AMENDMENTS


     HCS - Retain the original provisions except to provide that the immunity provisions shall not apply to a criminal court proceeding in which a member of General Assembly, or a member of the legislative staff is the subject of the proceeding, and a subpoena has been issued for the communication or related information; specify that the Open Records Act shall apply to requests for inspection of legislative documents; provide for appeal of legislative records decisions to the Legislative Research Commission and to the Franklin Circuit Court.

     HFA (1, T. Feeley) - Specify that immunity shall not apply to a criminal court proceeding if a member of the General Assembly or member of the staff is the subject of the proceeding, and a subpoena has been issued.

     HFA (2, R. Damron) - Create a new section of KRS Chapter 6 to permit a bill to carry over from the odd year session to the even year session.

     HFA (3, J. Wayne) - Specify that Open Records Act shall apply to requests for inspection of legislative documents; provide for appeal of legislative records decisions to Legislative Research Commission and to Franklin Circuit Court.
