SB 220 (BR 1469) - D. Williams

     AN ACT relating to education accountability.
     Amend KRS 158.647 to change the name of the Education Assessment and Accountability Review Subcommittee to the Education Accountability Review Subcommittee; provide that the subcommittee consists of three members of the Senate appointed by the President, one member of the Senate appointed by the Minority Floor Leader, three members of the House of Representatives appointed by the Speaker, and one member of the House of Representatives appointed by the Minority Floor Leader; create a new section of KRS Chapter 158 to establish the duties of the Education Accountability Review Subcommittee to include monitoring the elementary and secondary education system which may include a review of the school finance system, a review of various reports, and studies of the state assessment program; create a new section of Chapter 156 to establish an Office of Inspector General in the Department of Education to investigate allegations of wrongdoing as they relate to public education; require the subcommittee to review administrative regulations and advise the Kentucky Board of Education concerning the implementation of the state system of assessment and accountability; amend KRS 156.265 to remove a designee of the Legislative Research Commission from the membership of the State Committee for School District Audits; provide that the Education Accountability Review Subcommittee may request the State Committee for School District Audits to audit the accounts of a local school board; amend KRS 160.345 to require the Office of the Inspector General to receive, investigate, and resolve complaints relating to school based decision-making; amend KRS 158.6453, 158.6455, 158.6471, and 158.782 to conform; and repeal KRS 7.410 and 7.420, relating to the Office of Education Accountability.

SB 220 - AMENDMENTS


     SCA (1, L. Casebier) - Restore the provision that the Kentucky Board of Education shall conduct a hearing in accordance with KRS Chapter 13B for complaints related to school-based decision making that are referred by the Office of Inspector General.

     HFA (1, B. Yonts) - Delete original provisions; direct the Program Review and Investigations Committee to study the effectiveness and efficiency of the Office of Education Accountability and report its findings and recommendations to the Legislative Research Commission prior to the 2004 session of the General Assembly.
