SB 46 (BR 844) - D. Seum

     AN ACT relating to the Department of Military Affairs.
     Amend KRS 39A.050 to require the Division of Emergency Management to keep a record of federal homeland security funding coming into Kentucky; amend KRS 39A.287 to require the adjutant general of Kentucky to report to the Kentucky General Assembly on federal homeland security funding coming into Kentucky.

SB 46 - AMENDMENTS


     SCS - Add provisions to require state agencies and the Department for Local Government to report to the Office for Security Coordination on federal homeland security funding received in Kentucky; require local units of government to report to the Department for Local Government on federal homeland security funding which they receive; require the adjutant general, no later than September 15 of each year, to report to the General Assembly on general Kentucky homeland security readiness; require that the adjutant general, no later than December 1 of each year, report to the General Assembly on federal homeland security funding received in Kentucky.

     HCS - Retain provisions of bill; add provisions to permit the Auditor of Public Accounts to audit federal homeland security funding received in Kentucky.

     HCA (1/Title, M. Weaver) - Make title amendment.

     HFA (1, M. Weaver) - Retain provisions of bill except require the monitoring of federal homeland security funding on a Kentucky fiscal year basis, rather than a federal fiscal year basis, and require the Adjutant General, no later than September 15 each year, to report to the General Assembly on both general Kentucky homeland security readiness and federal homeland security funding; add provisions to permit the Auditor of Public Accounts to audit federal homeland security funding received in Kentucky; EMERGENCY.

     HFA (3/P, J. Richards) - Retain provisions of bill except require the monitoring of federal homeland security funding on a Kentucky fiscal year basis, rather than on a federal fiscal year basis, and require the Adjutant General, no later than September 15 each year, to report to the General Assembly on both general Kentucky homeland security readiness and federal homeland security funding received in Kentucky; add provisions to permit the Auditor of Public Accounts to audit federal homeland security funding received in Kentucky; add the provisions of HB 295 / GA to the bill with additional language permitting the county clerk to remove military discharge papers recorded in books and mircrofilms containing other public records which are kept freely available for public inspection; EMERGENCY.
