SB 72 (BR 1145) - R. Stivers
AN ACT relating to the Court of Justice.
Create a new section of KRS 61.900 to 61.930 to establish the position of "court security inspector" within the Administrative Office of the Courts; amend KRS 61.900 to include court security inspector in the definition of a special law enforcement officer; provide that a court security inspector may exercise his or her powers wherever necessary to protect elected officials, personnel, and property of the Court of Justice; amend KRS 431.005 to include court security inspectors in the list of positions authorized to make arrests as peace officers.
SB 72 - AMENDMENTS
SFA (1, R. Jones II) - Amend to require inspectors to be certified peace officers and to allow inspectors to protect members of the public attending judicial functions.
SFA (2, R. Stivers) - Amend to allow inspectors to protect individuals attending judicial functions, to require AOC to set training standards for the inspectors, and to specify that inspectors services do not supplant security services provided by the sheriff.
HCS - Retain original provisions except delete Sections 2 and 3, and make changes to subsection (8) of Section 1 defining "court security inspector" to provide the authority to make an arrest, to require the Administrative Office of the Courts to establish mandatory training qualifications for court security inspectors, to provide that court security inspectors shall not supplant the sheriff in providing security services to the court and its facilities, to limit the number of court security inspectors to 10, and to require approval by the Chief Justice of each assignment of a court security officer.
HFA (1, R. Nelson) - Permit school district number 235 to use the 2002-2004 offer of assistance from the School Facilities Construction Committee using Coal Severance Tax Receipt funds to undertake the major renovation, new construction, or a combination of both for identified schools; EMERGENCY.

HFA (3, B. Smith) - Retain provisions of HCS; add a new section providing funding for the East Kentucky Corporation from Knott County and Letcher County LGEDF moneys.
HFA (4, B. Smith) - Retain original provisions of SB 72/HCS; add a new section providing an appropriation from Harlan county coal severance funds in FY 2002 - 2003 for the Harlan County Tri-Cities Coordination for Community Development; add a new section declaring an emergency.
