Direct the Natural Resources and Environmental Protection Cabinet to eliminate, on or before November 1, 2003, the Northern Kentucky Emissions Check program and end vehicle emissions testing in the area served by the program, and direct the Finance and Administration Cabinet to terminate the existing price contract for the testing; direct the Transportation Cabinet and the Natural Resources and Environmental Protection Cabinet to ensure that vehicle owners are not denied registration after October 31, 2003, for violations of the Northern Kentucky Emissions Check program requirements before November 1, 2003.
