     AN ACT proposing an amendment to Sections 42 and 80 of the Constitution of Kentucky relating to the General Assembly.
     Propose an amendment to the Constitution of Kentucky to amend Section 80 to require the Governor to call the General Assembly into an extraordinary session if the General Assembly adjourns sine die without enacting a budget during a regular session occurring in an even-numbered year; and to amend Section 42 to prohibit members of the General Assembly from receiving compensation during an extraordinary session if the General Assembly adjourns sine die without enacting a budget during a regular session occurring in an even-numbered year.
