HB 20 (BR 50) - B. Yonts

     AN ACT relating to the Kentucky educational excellence scholarship program and declaring an emergency.
     Amend KRS 164.7874 to change the definitions of "eligible postsecondary student" and "participating institution" to permit a student enrolled in a degree program not offered in Kentucky at an out-of-state institution to receive KEES awards if the institution is in a state contiguous to Kentucky or is a member of the Southern Regional Education Board; amend KRS 164.7881 to establish that an out-of-state KEES recipient shall lose his or her KEES award if the student changes majors to one that is offered in Kentucky; amend KRS 164.7885 to require a participating out-of state institution to certify the academic major of each KEES recipient; amend KRS 164.7883 and 164.753 to conform; provide that this Act applies retroactively to July 1, 2004; EMERGENCY.
