AN ACT relating to graduated driver's licenses for teenagers.
Amend KRS 186.450 to require a person who is at least 16 years of age and under 18 years to hold an instruction permit for 180 days before applying for an intermediate license, and to hold an intermediate license for 180 days before applying for an operator's license; make a permit valid for three years and an intermediate license valid for two years; require a person applying for an intermediate license to be enrolled in a driver training program and to present a statement signed by a parent or a guardian attesting to at least 60 hours of supervised driving, including at least 10 hours at night with a licensed person at least 21 years of age; require a 180-day extension of the permit or intermediate license period for a violation or conviction under KRS Chapter 186, 189, or 189A; require the State Police to affix a sticker to an intermediate license and update computer information; require that the intermediate license be carried while operating a vehicle; prohibit an intermediate driver who is under 18 years of age from driving between 12 midnight and 6 a.m. or at any time with three or more people who are under age 18 and not related to the driver; amend KRS 186.412, 186.470, 186.480, 186.6401, and KRS 186.990 to conform.
HB 22 - AMENDMENTS
HCS - Retain provisions of the original bill with the following exceptions: require that the statement testifying to an applicant having completed 60 hours of driver training be presented when applying for an intermediate license and instead of a full license; require completion of and not just enrollment in the driver training course required under KRS 186.410(4) prior to application for a full license.
HFA (1, T. Burch) - Make technical correction clarifying that individuals over the age of 18 at time of application shall hold an instruction permit for 180 days before applying for a regular license.
