     AN ACT relating to international adoption.
     Create a new section of KRS Chapter 199 to require Kentucky courts to recognize a final adoption decree from a foreign country; require the issuance of a record of foreign birth when the provisions of KRS 213.066(5) are met; permit adoptive parents to submit foreign adoption papers with a petition to adopt or name change under Kentucky law; permit expedited court forms; require adoption under Kentucky law for a child born outside the United States if there is no final foreign decree or order; amend KRS 199.470 to specify that no petition or approval of the cabinet secretary is required for a foreign adoption meeting the provisions of the new section.

     HCS - Retain original provisions except delete that court, while recognizing a foreign final order of adoption, may require a translated copy of the foreign final order; make technical corrections.

     SCS - Create a new section of KRS Chapter 199 to require the cabinet secretary to recognize a final adoption decree from a foreign country and issue a notice that the adoption is registered in the Commonwealth; permit the secretary to require a translated copy of the foreign adoption decree if necessary; require the cabinet to maintain all records and notices of foreign adoptions; require adoption under Kentucky law for a child born outside the United States if there is no final foreign decree or order; require adoption under Kentucky law for a child born outside the United States who does not qualify for citizenship upon entry into the United States; amend KRS 199.470 to specify that no petition or approval of the cabinet secretary is required for a foreign adoption meeting the provisions of the new section.
