AN ACT relating to health insurance riders to exclude coverage for a specified condition.
Create a new section of Subtitle 17A of KRS Chapter 304 to permit insurers to issue to persons who apply for new policies on and after the effective date of this Act individual health benefit plans that contain riders or endorsements excluding coverage for a specified condition, other than a high-cost condition, that existed prior to issuance of coverage and complications that arise from the specified condition if the listed conditions are met; amend KRS 304.17B-015 to provide that an individual is eligible for Kentucky Access coverage if the individual received an offer for coverage by an individual health benefit plan that contains a rider or endorsement excluding coverage for a specified condition.
