     AN ACT relating to motor fuels taxes.
     Amend KRS 134.580 to limit motor fuels refund to fuel purchased after the effective date of the refund permit, amend KRS 138.240 to limit motor fuel exemption for sales to the federal government to bulk sales; amend 224.60-145 to extend the underground storage tank fee exclusion to include all special fuels for which a credit is provided; amend KRS 138.280 to allow motor fuels dealer to pay by electronic funds transfer; amend KRS 138.320 to require that a financial instrument be filed with the application for license.
