HB 66/AA (BR 347) - A. Arnold, T. Edmonds

     AN ACT relating to retirement.
     Amend KRS 6.515, relating to retirement service purchases for members of the General Assembly, to allow purchase of nonqualified service after 15 years and increase the number of years as a Master Commissioner eligible for purchase; amend KRS 6.520 and 61.510 to base creditable compensation of members of the General Assembly on taxable earnings as a legislator; amend KRS 6.525 to allow members of the General Assembly to retire after 27 years of service; amend KRS 21.370, relating to retirement service purchases for members of the Judicial Retirement Plan, to allow purchase of nonqualified service after 15 years, increase the number of years as a Master Commissioner eligible for purchase, and permit the purchase of up to five years teaching at a post-secondary institution; amend KRS 21.580, relating to the Senior Status Program for Special Judges, to eliminate the sunset provision and allow judges participating in the Kentucky Retirement Systems to participate in the Senior Status Program; amend KRS 21.400 to conform.

HB 66 - AMENDMENTS


     HCS/AA - Retain original provisions; amend KRS 6.505 to permit a legislator who failed to join the Legislators' Retirement Plan at the time of taking office to join; base final compensation on the five highest years of earnings as a legislator, rather than last five years of earnings as a legislator; change sunset date for the Senior Status Judge Program from 2009 to 2015; amend KRS 61.680 to correct cite.

     HFA (1, S. Baugh) - Amend to allow employees participating in KERS who retire between August 1, 2005, and January 31, 2009, to have final compensation based on the average of the three highest years if the employee has at least 20 years of service.

     HFA (2, R. Wilkey) - Amend to require that for members of the Legislators' Retirement Plan who retire actual earned salary will only be used if the member pays the statutory contributions on the wages used.

     HFA (3, T. Riner) - Amend to delete changes to retirement benefits of members of the General Assembly.

     HFA (4, T. Riner) - Amend to delete changes to retirement benefits of members of the General Assembly.

     HFA (5, R. Wilkey) - Amend to provide reciprocity between the Legislators' Retirement Plan and the other state administered retirement systems for current and future members.
