     AN ACT relating to improving student achievement, making an appropriation therefor, and declaring an emergency.
     Create a new section of KRS Chapter 158 to stress the importance of the gateway skills of reading and mathematics to students' achievement of the Kentucky academic goals; describe roles of statewide entities in improving student achievement; create a new section of KRS Chapter 158 to establish the Committee for Mathematics Achievement for purposes of developing a multi-faceted strategic plan to improve student achievement in mathematics at all levels of schooling; define the membership of the committee; assign duties to the committee and the staffing of the committee; sunset the committee as of December 31, 2006; establish a new section of KRS Chapter 158 to establish the mathematics achievement fund; amend KRS 156.553 to expand optional uses of the teachers' professional growth fund; give priority to training and support of reading and mathematics coaches and mentors, June 1, 2006 through the 2009-2010 school year; amend KRS 158.792 to provide additional definitions relating to reading, change the Early Reading Incentive Grant Steering Committee to the Diagnostic and Intervention Grant Steering Committee with new responsibilities, placing emphasis on reading diagnostic strategies and intervention services and increasing opportunities for intervention services for students grades four to twelve; amend KRS 158.794 to specify the membership of the steering committee; amend KRS 164.0207 relating to the responsibilities of the Collaborative Center for Literacy Development; amend KRS 154A.130 to conform; permit the Act to be cited as the Gateway Skills Act of 2005; EMERGENCY.

     HCA (1, H. Moberly Jr) - Add two adult educators to the mathematics achievement committee; add additional requirement in the strategic plan; make changes to conform.

     HFA (1, H. Moberly Jr) - Add private college personnel to the mathematics initiative.

     SCS/FN - Create a new section of KRS Chapter 158 to stress the importance of the gateway skills of reading and mathematics to students' achievement of the Kentucky academic goals; describe roles of statewide entities in improving student achievement; create a new section of KRS Chapter 158 to establish the Committee for Mathematics Achievement for purposes of developing a multi-faceted strategic plan to improve student achievement in mathematics at all levels of schooling, including emphasis on diagnostic assessment and intervention services for primary students; define the membership of the committee; assign duties to the committee and the staffing of the committee; require the Committee for Mathematics Achievement to develop institutes for which professional growth funds may be used; establish a new section of KRS Chapter 158 to establish the mathematics achievement fund and describe the use of funds; amend KRS 156.553 to expand optional uses of the teachers' professional growth fund; give priority to training and support of reading and mathematics coaches and mentors June 1, 2006, through the 2009-2010 school year, as well as training of primary teachers in mathematics diagnostic assessment and intervention services; create a new section of KRS 164 to establish a Center for Mathematics; specify duties of the Center for Mathematics; EMERGENCY.

     SFA (1, J. Denton) - Attach provisions of SB 189/GA; clarify that a school district and its employees have immunity from any injury sustained by a student from any reaction to any hypoglycemic or seizure medications or its administration, and that a parent shall hold harmless the school and its employees against any claims made for any reaction to any medications or the administration thereof to treat a hypoglycemic episode or seizure; add that Glucagon may be administered at school for hypoglycemia or other conditions noted in the health care practitioner's written statement.
