SB 142 (BR 1245) - G. Tapp

     AN ACT relating to the issuance and renewal of licenses and certificates.
     Amend KRS 198B.605, relating to fire sprinkler workers and contractors, KRS 227.620, relating to mobile home and recreational vehicle retailers, KRS 318.054, relating to master and journeyman plumbers, and KRS 234.130, relating to liquid petroleum gas dealers, to require licensure renewal to occur on the last day of the licensee's or certificate holder's birth month.

SB 142 - AMENDMENTS


     SCS - Retain original provisions of bill, except amend KRS 198B.712 to require that the Kentucky Board of Home Inspectors be listed as a certificate holder on a policy insuring a home inspector.

     HCS - Retain original provisions; add provision requiring that the fire sprinkler contractor obtain general liability rather than professional liability insurance.

     CCR - Cannot agree.

     FCCR - Retain original provisions of SB 142/HCS except delete requirement that fire protection sprinkler contractors have general liability insurance and require instead that fire protection sprinkler contractors and system designers have insurance to cover their legal liability for their erroneous acts or failures to act; amend KRS 311.878 to extend the deadline by one year for applicants applying as surgical assistants; amend KRS 271B.10-010 and 271B.10-060 to allow an ordinary corporation to convert to a nonprofit, nonstock corporation under KRS Chapter 273; amend to additionally create a new section of KRS Chapter 273 to clarify the attributes, liabilities, and components that a converted corporation will carry forward into its nonprofit status; create new sections of KRS Chapter 237 to require the Department of State Police to operate a certification program for retired peace officers who desire to carry concealed deadly weapons inside and outside of the Commonwealth pursuant to the federal Law Enforcement Officers Safety Act of 2004, PL 108-277; create new sections of KRS 15.380 to 15.404 to set a minimum firearms marksmanship requirement for all certified peace officers; amend KRS 237.110 to specify when a person with a concealed deadly weapon license may carry a weapon into a detention facility; increase from 30 to 45 days the time for a student to return a class information form; require the State Police to revoke the license of a person found by the Department of Criminal Justice Training to have received no or insufficient training; amend KRS 237.115 and KRS 527.020 to specify when a person may carry a weapon into a detention facility; clarify that the term "detention facility" does not include courtrooms or other facilities used by the Court of Justice or administered by the Administrative Office of the Courts; establish a new renewal sequence for the concealed carry license; make title amendment.
