     AN ACT relating to religious tolerance.
     Create a new section of KRS Chapter 61 to prohibit state and local agencies from imposing or implementing a land use or public health regulation in a manner that imposes a substantial burden on the religious exercise of a person, including a religious assembly or institution, unless the government demonstrates that imposition of the burden is in furtherance of a compelling government interest.
