AN ACT relating to an alternative assessment and accountability pilot program under the Commonwealth Accountability Testing System.
Amend KRS 158.6453 to add an alternative assessment pilot program to the components of the Commonwealth Accountability Testing System (CATS); create a new section of KRS Chapter 158 to require the Kentucky Board of Education to promulgate administrative regulations to establish the pilot program to permit selected districts to use specified nationally standardized achievement tests and other component in lieu of the CATS Assessment; enumerate the requirements for the alternative assessment program; require the Kentucky Board of Education to consult with school districts in developing the program; require the administrative regulations to establish the application procedures and selection criteria for school districts to participate in the pilot program, and to develop accountability goals for school districts; require the Kentucky Department of Education to provide districts funds to implement the program; require the Kentucky Department of Education to seek a waiver from the Secretary of the United States Department of Education to permit implementation of the alternative assessment pilot program; amend KRS 164.6455 to conform.
