SB 40 (BR 157) - D. Kelly
AN ACT relating to reorganization.
Amend various sections of the Kentucky Revised Statutes to abolish the Tourism Development Cabinet and create the Commerce Cabinet; create within the Commerce Cabinet the Office of Finance and Administration, Office of Legal Affairs, Office of Intergovernmental Affairs, Office of Human Resources, Office of Public Affairs and Constituent Services ,Office of Communications, and the Office of Information Technology; transfer the Department of Travel, Department of Parks, Department of Fish and Wildlife Resources, Kentucky Horse Park Commission, State Fair Board, Office of Administrative Services, and the Tourism Development Finance Authority from the Tourism Development Cabinet to the Commerce Cabinet; abolish the State Parks Commission; transfer the Kentucky Appalachian Commission to the Department of Local Government from the Office of the Governor; transfer the Kentucky Arts Council, the Kentucky Historical Society, the Kentucky Center for the Arts, the Kentucky Craft Marketing Program, the Governors' School for the Arts, the Kentucky African-American Heritage Commission, and the Kentucky Heritage Council from the Education, Arts, and Humanities Cabinet to the Commerce Cabinet; repeal KRS 148.815, 148.820, and 148.825; confirm Executive Order 2004-729 to the extent that it is not otherwise confirmed by this Act.
SB 40 - AMENDMENTS
SCS - Retain original provisions of SB 40; transfer the Division of Energy to the Commerce Cabinet; list the internal divisions within the Department of Parks; make technical corrections.
SFA (1, D. Kelly) - Amend various sections of the KRS to rename and reorganize agencies under the Kentucky Economic Development Partnership and the Office of the Governor; amend to restructure and reorganize the Commission on Small Business Advocacy; amend to require the Commissioner of Economic Development be appointed by the Governor; amend to establish the Office of Energy Policy within the Commerce Cabinet.
