AN ACT relating to reorganization.
Amend KRS 12.020 to rename the Education, Arts, and Humanities Cabinet as the Education Cabinet, to create 3 new offices in the Education Cabinet, to abolish the Workforce Development Cabinet and create the Department of Workforce Investment in the Education Cabinet, to transfer the Council on Postsecondary Education and the Education Professional Standards Board to the Education Cabinet, and to transfer various units to the newly established Commerce Cabinet; amend KRS 12.023 to abolish the Office of Early Childhood Development; amend KRS 151B.020 to abolish the Cabinet for Workforce Development and transfer the duties and responsibilities to the Education Cabinet and the Department of Workforce Investment; amend KRS 151B.023 to transfer the Department for Adult Education and Literacy from the Cabinet for Workforce Development to the Council on Postsecondary Education; amend various sections to conform; repeal KRS 12.401, KRS 151B.023, KRS 151B.260, KRS 156.120, KRS 156.666, KRS 163.475, and KRS 200.711; confirm Executive Order 2004-725 dated July 9, 2004 as it relates to the Education Cabinet.

SB 46 - AMENDMENTS

     SCS - Make technical corrections.

     HFA (1, J. Barrows) - Amend KRS 12.020 to delete the Council on Postsecondary Education, the Department of Education, the Kentucky Board of Education, and the Education Professional Standards Board from the Education Cabinet; amend KRS 151B.020 to exempt the Council on Postsecondary Education, the Department of Education, the Kentucky Board of Education, and the Education Professional Standards Board from administrative regulations promulgated by the Secretary of Education; create a new section of KRS Chapter 12 to attach the Council on Postsecondary Education, the Department of Education, the Kentucky Board of Education, and the Education Professional Standards Board to the Education Cabinet for administrative purposes only; make technical corrections.
