SB 77 (BR 987) - G. Tapp
AN ACT relating to motorcycle safety education.
Create new sections of KRS Chapter 15A to require the Justice Cabinet to create a motorcycle safety education program and establish program guidelines; permit the Transportation Cabinet to exempt applicants for a motorcycle driver's license from skills testing upon presenting evidence of successful completion of the course; establish guidelines for approval of program instructors; permit the Justice Cabinet to contract for program services, establish reasonable enrollment fees, and provide meeting facilities and administrative assistance to the Motorcycle Safety Education Commission; create a motorcycle safety education program fund and establish specific fees relating to motorcycle registration and licensing to be deposited into the fund; establish the Motorcycle Safety Education Commission and provide for the membership and responsibilities of the Commission; require the Justice Cabinet to prepare an annual report of the motorcycle safety education program; amend KRS 186.531 to conform; repeal KRS sections 186.870, 186.875, 186.880, 186.885, 186.890, 186.891, 186.892, 186.893, 186.894, and 186.895.
SB 77 - AMENDMENTS
HCS - Retain original provisions of the bill except: remove the motorcycle safety education program fund from the road fund, and establish it as a restricted fund within the Treasury; appropriate the funds in motorcycle safety education program fund on a continuing basis, EFFECTIVE JULY 1, 2005.
