     AN ACT relating to crimes and punishments.
     Amend KRS 514.040, relating to theft by deception, to allow notice of dishonor to become effective three days after the notice is mailed to the maker of the bad check and to allow notice to be sent by first-class mail if supported by an affidavit of service.
