     AN ACT relating to governmental purchasing of goods and services from nonprofit agencies and work centers serving the blind or severely disabled.
     Create Kentucky State Use Commission; establish duties and membership of State Use Commission; amend a new section of KRS 45A to create KRS 45A.470 to define the Kentucky State Use Commission and qualified nonprofit agency or work center serving the blind or severely disabled; amend KRS 45A.470 to require the purchase of goods and services from Prison Industries and nonprofit agencies and work centers serving the blind or severely disabled and designate the Kentucky State Use Commission as agency providing purchasing information to governmental agencies; amend KRS 45A.080, 45A.085, 45A.095, 45A.100, 45A.365, 45A.370, 45A.380, 45A.385 and 424.260 to require that governmental purchases be made from Prison Industries and nonprofit agencies and work centers serving the blind or severely disabled.

HB 13 - AMENDMENTS


     HFA (1, J. Wayne) - Add to the membership of the Kentucky State Use Commission one person who has a mental illness as defined by KRS 210.005(2); remove references to local government, thus rendering the purchasing requirements applicable to state government only.
