AN ACT relating to honoring military service.
Amend KRS 18A.150 to establish a state hiring preference honoring military service; require that certain individuals receive an additional five or ten preference points on an examination score used for state hiring in classified positions; permit the total of the examination score and the preference points to exceed 100; require that a register certificate identify all individuals entitled to a job interview by an employing state agency based on military service; require an employing state agency to offer a job interview to all individuals so identified.
HB 24 - AMENDMENTS
SCS (1) - Retain provisions of the bill; require that an employing state agency offer an interview to the 10 most qualified individuals when the number of qualified individuals exceeds 10.
SCS (2) - Retain the provisions of the bill, except provide that preference points are awarded for veterans separated under honorable or general conditions, rather than veterans who received a discharge other than dishonorable; require that an employing state agency offer an interview to the three rather than the 10 most qualified veteran applicants when the number of qualified veterans identified exceeds three rather than 10.
SFA (1, E. Tori) - Require that an employing state agency offer a job interview to the three, rather than the 10, most qualified individuals entitled to a veterans' preference and on a register certificate.
SFA (2, E. Tori) - Establish a veterans' preference for individuals who leave the military under honorable or general conditions, rather than under conditions other than dishonorable; require that an employing state agency offer a job interview to the 3, rather than the 10, most qualified individuals entitled to a veterans' preference and on a register certificate.
CCR - Cannot agree.
FCCR - Adopt the provisions of HB 24/SCS 2; require a hiring state agency to offer a job interview to the five most qualified veterans on a register certificate; permit the Kentucky Department of Veterans' Affairs to act as a guardian or a conservator for a mentally disabled veteran or a minor child of a veteran; prohibit a public agency from limiting a child's participation in school sports when that child changes schools due to the transfer of a parent or a guardian who is a member of the United States Armed Forces; require that a marriage license issued to a member of the United States Armed Forces shall be valid for 180 days; EMERGENCY.
