AN ACT relating to weatherization and low-income heating energy assistance, making an appropriation therefor, and declaring an emergency.
Appropriate $5 million from the budget reserve trust fund in fiscal year 2005-2006 to support the crisis component of the Low Income Home Energy Assistance Program; amend KRS 278.285 to require utilities to file an annual report regarding weatherization assistance and low-income heating programs; EMERGENCY.
