     AN ACT relating to energy independence.
     Create new sections of KRS Chapter 152 to make findings concerning the need for national energy independence and the opportunity to be found in coal-to-liquid conversion and bio-based alternative fuels; direct the Office of Energy Policy to develop a strategy for production of transportation fuels from fossil energy resources and biomass, plus encouragement of renewable energy sources; direct the Office of Energy Policy to report findings and recommendations to the Governor and General Assembly; create a new section of KRS Chapter 45A to direct the Finance and Administration Cabinet to require bidders for government construction contracts to include consideration of energy efficient HVAC systems, including geothermal; name these provisions the Kentucky Energy Security National Leadership Act.

     SFA (1, R. Stivers II) - Include synthetic natural gas from coal in the direction to the Office of Energy Policy; direct OEP to develop and implement a strategy for furthering a coal-to-liquids industry and a coal-to-natural gas industry
