HB 301/LM (BR 1214) - A. Arnold
AN ACT relating to elections and declaring an emergency.
Create a new section of KRS Chapter 119 to prohibit the paying of individuals based upon the number of voters registered or the number of voters of a particular party, political group, political organization, or voters of independent status registered; designate as a Class B misdemeanor; amend KRS 116.025 to provide that a registered voter who changes his or her county of residence without registering to vote in the new county while registration books are still open shall not vote in either the former or current county of residence; amend KRS 117.235 to prohibit electioneering on election day within 300 feet of a polling place; prohibit electioneering during the hours of absentee voting within any building where absentee voting is being conducted.
HB 301 - AMENDMENTS
SCS/LM - Retain original provisions of the bill; provide that the State Board of Elections may establish exceptions to the electioneering ban through administrative regulations.
SFA (1, W. Blevins Jr) - Amend to allow a voter to park his or her vehicle within 300 feet of a polling location on election day or when absentee voting is occurring, for the purpose of voting, if that vehicle has a bumper sticker on it that constitutes electioneering; prohibit a vehicle displaying a bumper sticker that constitutes electioneering from remaining on public property near a poll location for a time longer than that which is necessary to vote; allow a person who owns a private residence or establishment within 300 feet of a polling location and has a vehicle with a bumper sticker that constitutes electioneering to park that vehicle on his or her private property on election day or when absentee voting is occurring.
SFA (2, W. Blevins Jr) - Amend to allow a private property owner to place a yard sign or banner that is 4 feet by 8 feet in size or less upon that owner's private residence or establishment that is within 300 feet of a polling location, so long as that private property is not a polling location, on election day or days in which the absentee voting is taking place; allow a voter to park his or her vehicle within 300 feet of a polling location on election day or when absentee voting is occurring, for the purposes of voting, if that vehicle has a bumper sticker on it that constitutes electioneering; prohibit a vehicle displaying a bumper sticker that constitutes electioneering from remaining on public property for a time longer than that which is necessary to vote; allow a person who owns a private residence or establishment within 300 feet of a polling location and has a vehicle with a bumper sticker that constitutes electioneering to park that vehicle on his or her private property on election day or when absentee voting is occurring.

Blevins Jr) - Amend to allow a property owner to place a 3 ft. by 2 ft. or smaller yard sign on the owner's private residence or establishment that is within 300 feet of a polling location, so long as that private property is not a polling location, on election day or days in which absentee voting is taking place.
SFA (5, W. Blevins Jr) - Amend to allow a property owner to place a yard sign or banner that is 4 feet by 4 feet in size or less, upon that owner's private residence or establishment that is within 300 feet of a polling location, so long as the residence or establishment is not a polling location, on election day or days in which absentee voting is taking place.
