AN ACT relating to student academic preparedness for postsecondary education.
Create a new section of KRS Chapter 158 to establish legislative findings; establish a goal for high schools to reduce the postsecondary remediation rate for its recent high school graduates by 50% by 2011-2012; require the Kentucky Department of Education and the Council on Postsecondary Education to develop and implement a postsecondary remediation information collection and reporting system; establish the uses for remediation data; require the Kentucky Department of Education and the Council on Postsecondary Education to provide leadership for collaboration between schools, districts, and postsecondary institutions to reduce postsecondary remediation rates and report annually to the Interim Joint Committee on Education; amend KRS 158.007 to define "postsecondary remediation", "postsecondary remediation rate", and "recent high school graduate"; amend KRS 158.6453 to require the CATS statewide assessment program to include a standardized, curriculum-based national college entrance examination in reading, writing, and mathematics to be administered in grade 11; require postsecondary remediation rates to be included on school report cards for high school; amend KRS 158.6455 to provide for rewards for certified employees in schools that reduce postsecondary remediation rates.
