AN ACT relating to a cardiovascular disease initiative.
Create new sections of KRS Chapter 211 to set forth legislative findings regarding cardiovascular disease in Kentucky and the need for a statewide initiative to reduce the impact of cardiovascular disease and increase knowledge-based business in Kentucky; specify goals of the initiative; specify board members and terms and permit reimbursement for travel expenses only; require the board to establish goals and business plans for one-, three-, five-, and ten-year time periods that address outreach, early identification, education, follow-up strategies for at-risk populations, improved access to information for patients and health care professionals, research on cardiovascular disease and treatment, commercialization of products, and patient privacy protections; require board to present plans to the General Assembly prior to expenditures or implementation and make business plans available to the public; create the KCDI Fund to receive moneys to support the initiative; specify that appropriation shall not lapse but be carried forward; appropriate $5,000,000 for fiscal year 2006-2007 and $5,000,000 for fiscal year 2007-2008; APPROPRIATION.
