AN ACT relating to the local government economic assistance program.
Create a new section of KRS 42.450 to 42.495 to require that all expenditures from funds allocated to individual counties under KRS 42.470 or 42.4592 be specifically authorized by the General Assembly through a separate line item appropriation; amend KRS 42.455 to provide that the program shall not apply to funds allocated to individual coal producing counties; amend KRS 42.4588 to apply to multicounty projects only; amend KRS 42.4592 to provide that moneys in individual coal producing county accounts shall not be expended unless specifically appropriated by the General Assembly; amend KRS 42.485 to conform.
