AN ACT relating to public safety.
Amend KRS 189.330 to provide that peace officers and safety officers have the ability to direct vehicle traffic; amend KRS 189.378 to allow a peace officer to escort a funeral procession and, upon request of a law enforcement agency, allow a firefighter or rescue squad member to assist with a funeral procession; amend KRS 189.450 to provide that peace officers and safety officers have the ability to require a stopped vehicle to be moved from the highway, and to include a threat to public safety or threat of terrorism as a reason for requiring a vehicle to be moved; amend KRS 189.910 to permit a paid volunteer member of a rescue squad or any other person authorized by statute to operate an emergency vehicle; include mail carriers and vehicles escorting a funeral procession in the definition of "public safety vehicle"; amend KRS 189.930 to require other vehicles to yield to emergency vehicles being operated by a peace officer, safety officer, rescue squad member, or firefighter; require other vehicles to yield to a stationary public safety vehicle, if traffic conditions permit; amend KRS 189.940 to include law enforcement vehicles rather than police vehicles in those instances which provide an exemption for exceeding the speed limit; establish additional conditions for the use of warning lights by emergency or public safety vehicles; amend KRS 189.993 to conform; amend KRS 431.005 to change to qualified law enforcement officer rather than peace officer as having the ability to make arrests and define "qualified law enforcement officer"; amend KRS 446.010 to define "law enforcement agency," "law enforcement officer," "law enforcement vehicle," "member of a rescue squad," and "safety officer"; amend KRS 508.025 to specify that third degree assault includes attempt to cause injury to a safety officer; amend KRS 520.095 and 520.100 to include use of a boat or watercraft as a violation in any attempt to evade a peace officer.
