     AN ACT relating to railroad security.
     Create new sections of KRS Chapter 277 to require every railroad company operating in Kentucky to create a risk assessment of its rail facilities; require every railroad company operating in Kentucky to establish an infrastructure protection program; require every railroad company operating in Kentucky to protect sensitive community facilities such as schools, hospitals, and nursing homes from hazards associated with the railroad industry; require every railroad company operating in Kentucky to immediately report emergencies to various state agencies and appropriate local first responders; require contractors and subcontractors working on rail facilities in Kentucky to hire employees who meet the same standards as railroad company employees; prohibit a railroad company, contractor, or subcontractor from retaliating against an employee who reports a violation of the Act; grant the Transportation Cabinet the authority to fine any railroad company, contractor, or subcontractor for noncompliance with the Act; establish the fine as up to $50,000 per day for noncompliance.
