HB 558 (BR 1685) - J. Barrows

     AN ACT relating to a purchase of development rights program for cities, counties, consolidated local governments and charter county governments.
     Create a new section of KRS Chapter 65 to set out definitions for purchase of development rights program; create a new section of KRS Chapter 65 to allow local governments to create by ordinance a purchase of development rights program; set requirements of program; allow purchase of conservation easements; create a new section of KRS Chapter 65 to allow local governments to fund the program with local funds, gifts, devises, grants, bequests and other appropriations.

HB 558 - AMENDMENTS


     HCA (1, D. Pasley) - Prohibit local governments from requiring landowners to participate in purchase of development rights programs.

     HFA (1, S. Lee) - Create a new section to require a person who receives funds pursuant to a purchase development rights program to be assessed a penalty equal to double the amount of funds received if the person has been convicted of hiring undocumented workers; prohibit a person who has been convicted of hiring undocumented workers from receiving purchase development rights funds for five years following the conviction.
