AN ACT relating to Medicaid reimbursement to decrease tobacco dependency.
Amend KRS 205.560 to provide Medicaid reimbursement for tobacco dependency treatment interventions, including counseling and pharmacotherapies; require the Department for Medicaid Services to submit a state plan amendment or waiver to the federal Centers for Medicare and Medicaid Services to charge nonsmokers a lower copayment for physician, nurse practitioner, and physician assistant office visits; and permit Medicaid to pay incentives to physicians, nurse practitioners, and physician assistants for recommending to Medicaid recipients who smoke that they should quit.
HB 62 - AMENDMENTS
HCS/FN - Retain original provision; add a provision to permit dentists to prescribe and receive reimbursement for tobacco dependency treatment interventions or programs; include telephone counseling through a quitline in the tobacco dependency treatment interventions covered by Medicaid; clarify that Medicaid coverage would include prescription or over-the-counter medications approved by the Federal Food and Drug Administration for tobacco cessation; and delete the provision to require the Department for Medicaid Services to submit a Medicaid state plan amendment or waiver to charge nonsmokers a lower copayment for physician, advanced registered nurse practitioner, or physician assistant office visits.
HFA (1, R. Crimm) - Retain original provisions and add that for Medicaid reimbursement, the interventions or programs are required to be provided by a licensed health care provider as defined in KRS 314-17A.005.
