     Propose an amendment to Section 145 of the Kentucky Constitution, relating to persons entitled to vote, to permit a person convicted of a felony to vote after the person has served the sentence for the offense, lived three consecutive years without re-offending, and performed 100 hours of community service; submit to voters.
