AN ACT relating to wireless enhanced 911 systems.
Amend KRS 65.7621, relating to commercial mobile radio service, to clarify the definition of "CMRS provider"; amend KRS 65.7623 to change the composition of the CMRS board and attach it to the Office for Security Coordination; amend KRS 65.7629 to authorize collection of a CMRS service charge from each connection to which a Kentucky telephone or identification number has been assigned; amend KRS 65.7629 to authorize the CMRS board to provide grants to and develop standards for local 911 services; amend KRS 65.7631 to establish guidelines for the distribution of proceeds for grants; amend KRS 65.7635 to require CMRS providers to remit service charges to the CMRS board; amend KRS 65.7635 to establish guidelines for the collection of the CMRS service charge from prepaid customers; make various technical corrections.
HB 656 - AMENDMENTS
HCS/FN - Retain original provisions except restore language that requires that CMRS service charge be collected by wireless providers; clarify language regarding qualifying connections; clarify language relating to the fee imposed against prepaid purchases.
HCA (1, H. Moberly Jr) - Retain original provisions and provide that funds can be used to support consolidation of PSAPs with a limit of $200,000 per county.
SCS - Retain provisions of GA version of the bill; remove provisions for establishing a wireless fee and replace with provisions to create a work group to recommend a fee structure; provide for assessment of the fees by promulgation of an administrative regulation.
CCR - Cannot agree.
FCCR - Retain provisions of SCS; amend KRS 65.7635 which relates to the collection of the service charge, providing CMRS providers with options for the determination of the service charge amount to be remitted for purchasers of prepaid wireless phone service.
