HB 693 (BR 2350) - J. Gooch Jr

     AN ACT relating to financing mine rescue.
     Create new sections of KRS Chapter 351 to define "mine rescue chamber" and "wireless tracking and communications device" to establish a mine rescue fund in the State Treasury; require the Office of Mine Safety and Licensing to administer the mine rescue fund for the purpose of making matching grants to coal mine licensees for the construction of mine rescue chambers, the purchase of wireless tracking and communications devices, additional caches of SCSRs and other experimental measures and equipment approved by the office of mine safety and licensing; require the Office of Mine Safety and Licensing to promulgate administrative regulations within 30 days after the effective date of the section; amend KRS 139.200 to impose a surtax of one half of one percent (0.5%) on retail consumers of electricity; amend KRS 13930 to impose a surtax of one half of one percent (0.5%) on use of electricity; amend KRS 139.420 to exclude surtax on electricity consumption from exceptions to sales and use tax; create new section of KRS 139 to divert surtax on electricity to a mine rescue fund; EFFECTIVE October 1, 2006; create a new section of KRS Chapter 139 to divert one percent of the sales and use tax collected from customers of electric utilities other than residential to finance the mine rescue fund; provide an effective date of August 1, 2006, for Section 2 of the Act.

HB 693 - AMENDMENTS


     HCS - Delete original provisions of HB 693; establish a nine-member Mine Equipment Task Force; charge the task force with examining ways to finance the deployment of mine safety equipment in coal mines in Kentucky; provide that the task force meet not less than three times a year and that the task force report its findings and recommendations to the Legislative Research Commission and to the appropriate committee of jurisdiction not later than December 1, 2006.
