     AN ACT relating to civil actions.
     Create a new section of KRS Chapter 304 to place restrictions on insurers providing medical malpractice liability insurance; amend KRS 304.13-051, relating to filing rates and rate information, to require insurers to file rates and information for medical malpractice liability risks; amend KRS 311.377, relating to waiver of claim for damages, to clarify that a health service organization's reviews and evaluations cannot be used in any civil action alleging any cause of action; create various new sections of KRS Chapter 411 to establish a medical malpractice review panel process for civil actions involving medical malpractice; create a new section of KRS Chapter 411 to establish a two hundred fifty thousand dollar cap on all noneconomic damages in actions involving medical liability; amend KRS 411.186, relating to the assessment of punitive damages, to establish a two hundred fifty thousand dollar cap on punitive damages in medical malpractice actions; provide for contingent effective date.
