HB 724 (BR 2364) - S. Nunn

     AN ACT relating to trauma care, and making an appropriation therefor.
     Create new sections of KRS Chapter 211 to state findings that trauma care is a severe health problem and cause of death and disability, that trauma care is limited in parts of the state, and that an efficient and coordinated statewide trauma system is necessary; define "trauma," "trauma center," and "trauma center verification"; establish an Office of Trauma Care in the Department for Public Health and specify goals and duties; create an advisory committee and specify membership; require the office to develop and implement a statewide trauma care system that includes prevention, continuing education for care providers, statewide guidelines and protocols, voluntary hospital verification as a trauma center, local and regional triage and transport protocols, and quality assurance and peer review; require the office to coordinate all activities related to trauma care and to receive assistance from other state agencies and boards; specify that data obtained by the office shall be confidential and not subject to discovery or introduction in civil actions; require the office to report to the Interim Joint Committee on Health and Welfare each December 1; create a new section of KRS Chapter 205 to specify Medicaid payments for allowable costs for verified trauma centers; create the Kentucky trauma care system fund, specify use of funds; appropriate $10,000,000 in fiscal year 2006-2007 and $10,000,000 in fiscal year 2007-2008 to the Kentucky trauma care system fund.
