     AN ACT relating to horse racing and declaring an emergency.
     Create new sections of KRS Chapter 230 to create the Kentucky Jockey Injury Corporation and the Kentucky Jockey Injury Fund; amend KRS 342.640 to make exercise riders employees of trainers for whom they work for the purposes of workers' compensation coverage; amend KRS 230.310 to require exercise riders to be licensed; EMERGENCY.

     HCS - Retain the original provisions of this bill; change the definition of "jockey" to include apprentice jockey, provisional, or amateur jockey; require insurance purchased to cover work-related injuries and specify the conditions under which the coverage would apply, such as walking, preparing to mount, mounting, riding, and dismounting a thoroughbred horse at a licensed track; specify that one-third of the funding of the corporation and fund be assessed against licensed thoroughbred racing facilities; exclude Breeder's Cup purses from assessment; and permit the Authority to promulgate administrative regulations directing the corporation if they have to make an additional or alternative assessment to due to a funding deficiency.
