     AN ACT relating to weights and measures.
     Create new section of KRS 363.520 to 363.850 to allow the Commissioner of the Department of Agriculture to promulgate regulations establishing fees for measuring internal moisture or density of bulk tobacco packages; amend KRS 363.510 to include instruments to measure internal moisture or density of bulk tobacco packages in the definition of "weights and measures."

Denham) - Clarify that fees relating to inspecting tobacco moisture-testing devices are for devices used in testing unprocessed bulk tobacco; require that the owner or operator of the device pay the fee; clarify the conditions under which a tobacco moisture-testing device falls under the definition of "Weights and measures".
