AN ACT relating to graduated driver's licenses for teenagers.
Amend KRS 186.450 and create new sections of KRS Chapter 186 to require a person at least 16 years of age and under 18 years to hold an instruction permit for 180 days before applying for an intermediate license; require a person to hold an intermediate license for 180 days and complete a driver training program before applying for an operator's license; make a permit valid for three years and an intermediate license valid for two years; require a person applying for an intermediate license to present a statement to state police signed by a parent or a guardian attesting to at least 60 hours of supervised driving, including at least 10 hours at night with a licensed person at least 21 years of age; require a 180-day extension to the permit or intermediate license for a violation or conviction under KRS Chapter 186, 189, or 189A; require the State Police to affix a sticker to an intermediate license and update computer information; require that the intermediate license be carried while operating a vehicle; prohibit a driver with an intermediate license from driving between 12 midnight and 6 a.m.; prohibit a driver with a permit or an intermediate from driving at any time with more than one person under the age of 20 years; amend KRS 186.412, 186.470, 186.480, 186.6401, and KRS 186.990 to conform; EFFECTIVE OCTOBER 1, 2006.
HB 90 - AMENDMENTS
HCS - Make technical corrections.
HFA (1, P. Marcotte) - Prohibit a person under the age of 18 who possesses an instruction permit or an intermediate license from operating a cell phone or other wireless communication device while operating a motor vehicle on the highway.
HFA (2, T. Burch) - Retain original provisions of the bill; add that the passenger restriction for instruction permit and intermediate license holders applies only to passengers unrelated to the driver.
HFA (3, J. Vincent) - Limit the violations which require an additional six month wait to violations of GDL passenger and curfew restrictions, moving violations for which points are assessed, and violations of KRS 189.010(1).
HFA (4, D. Pasley) - Clarify passenger restrictions to place a limit of two unrelated persons younger than 20, exempt farm vehicles registered under KRS 186.050(4) from passenger restrictions if the operator is engaged in agricultural activities.
HFA (5, D. Pasley) - Clarify passenger restrictions to place a limit of 2 unrelated persons under 20.
HFA (6, D. Pasley) - Clarify passenger restrictions to exempt farm vehicles registered under KRS 186.050(4) from passenger restrictions if the operator is engaged in agricultural activities.
SCA (1, B. Guthrie) - Provide that the issuance of an intermediate license shall begin on April 1, 2007, and the issuance of the permanent license shall begin on October 1, 2007; establish the effective date of the amendments relating to the issuance of an instruction permit to any person who obtains or renews an instruction permit on or after October 1, 2006.
SFA (1, J. Pendleton) - Revoke the driver's license of a minor who is convicted of possessing, purchasing, or attempting to purchase alcoholic beverages; graduate penalty for a person's first, second, or third offense.
SFA (2/Title, J. Pendleton) - Make title amendment.
SFA (3, T. Jensen) - Exempt permit and intermediate license holders from passenger restrictions if they are accompanied by a driving instructor from a driver training school or secondary school.
