| SB 11/LM/CI (BR 155) - D. Boswell, D. Harper Angel, D. Mongiardo, R. Palmer II, J. Pendleton, J. Rhoads, J. Turner, E. Worley      AN ACT relating to human trafficking.
Create a new section of KRS Chapter 509 to define the crime of human trafficking and punish it as a Class B felony.
 
 SB 11 - AMENDMENTS HCS/LM/CI - Amend Section 1 to remove family members as potential trafficking victims; provide that offense occurs only when two or more persons are trafficked; insert new provision creating a new section of KRS Chapter 411 to allow a victim of identity theft to obtain a court judgment authenticating that status.
 
 HCA (1/Title, G. Lindsay) - Make title amendment.
 
 HFA (1, K. Stein) - Delete the requirement that a person must traffic two or more persons in order to be guilty of human trafficking.
 
 HFA (2, K. Stein) - Delete the definition of "trafficked person."
 
 HFA (3, K. Stein) - Define "trafficking victim"; establish that trafficking victims have rights pursuant to the crime victim's bill of rights; provide that trafficking victims are not incarcerated, fined, or otherwise penalized solely for the unlawful acts committed as a result of being trafficked; establish that trafficking victims are not to be held in detention centers, jails, or prisons at any time prior to, during, or after any legal proceedings.
