SB 117 (BR 966) - D. Kelly

     AN ACT relating to reorganization.
     Confirm Executive Order 2005-891, dated August 19, 2005, to reorganize the Personnel Cabinet; rename the Office of Government Training as the Office for Employee and Organizational Development; rename the Governmental Services Center Authority as the Government Training Advisory Council; rename the Division of Communications and Recognition as the Division of Employee Services and Recognition; create the Office of Communications; create the Office of Human Resource Planning and Diversity Initiatives, and create the Division of Workforce Analytics and the Division of Diversity Relations within the office; create the Division of Human Resource Projects within the Department for Personnel Administration; create the Division of Special Programs within the Department for Employee Insurance.

SB 117 - AMENDMENTS


     SCS - Retain original provisions of the bill; place the Government Training Advisory Council under the Office for Employee and Organizational Development within the Personnel Cabinet; remove the language placing the Governmental Services Center at Kentucky State University; make conforming amendments regarding renaming the council.

     HCS - Retain the original provisions of the bill; reinstate the language which places the Governmental Services Center at Kentucky State University and attaches it to the Personnel Cabinet for administrative purposes only; rename the Governmental Services Center Authority as the Government Training Advisory Council.

     HFA (1, M. Cherry) - Amend KRS 18A.025 to delete certain duties assigned to the Office of the Secretary.

     HFA (2, J. Vincent) - Amend KRS 174.125 to rename the Kentucky Bicycle and Bikeway Commission to the Kentucky Bicycle and Pedestrian Byways Commission; clarify the duties of the commission; allow the commission to file an amicus curiae brief in the cases before the state or federal courts.
