AN ACT relating to school facilities.
Amend KRS 157.420 to require the Kentucky Department of Education to designate each school facility as a Category 1, 2, 3, 4 or 5 facility and require the Kentucky Board of Education to promulgate administrative regulations that define the categories; create a new section of KRS Chapter 157 to require the Kentucky Board of Education to include additional weights within the existing school facility construction needs formula for those districts that contain a Category 4 or Category 5 facility, those districts that contain a facility requiring Americans with Disabilities Act improvements, and those districts that are proposing the construction of a new building due to overcrowding and rapid student growth; provide that the assignment of weights for calculating unmet needs applies to fiscal year 2007-2008 and each year thereafter for districts that levied the identified tax rate on or before January 1, 2006.
