SB 188 (BR 1970) - J. Denton

     AN ACT relating to early childhood health.
     Amend KRS 214.155 to include all tests for heritable disorders to be performed consistent with the American College of Medical Genetics; amend KRS 211.900 to add definitions of at-risk persons, lead based hazard, elevated blood lead level, confirmed elevated blood lead level; amend KRS 211.901 to delete lead testing requirements; amend KRS 211.902 to require reporting of blood lead tests; amend KRS 211.903 to permit testing of at-risk youth receiving Medicaid benefits; amend KRS 211.905 to add confirmed elevated blood level definition and require hazard removal within 60 days; amend KRS 200.658 to add members to the Kentucky Early Intervention System Interagency Coordinating Council.

SB 188 - AMENDMENTS


     HCS - Retain original provisions of the bill except amend the definition of at risk persons to include all children ages 72 months and younger and confirmed elevated blood lead level to be 15 micrograms per deciliter of whole blood; add contents of HB 372 that amends KRS 189.125 to require all drivers transporting children under the age of 8 and between 40 inches and 4 feet, 9 inches in height, and weighing less than 80 pounds, to have the children secured in a child booster seat that meets federal safety standards; make violations for failure to have a child in a child booster seat a primary offense.

     HFA (1, R. Meeks) - Retain original provisions of SB 188/HCS; remove the provisions of HB 372 relating to child booster seat requirements.

     HFA (2, R. Meeks) - Retain original provisions of SB 188/HCS except to remove the provisions of HB 372 relating to child booster seat requirements; make technical corrections related to lead testing.

     HFA (3, R. Meeks) - Retain the provisions of SB 188/HCS; make technical corrections relating to lead testing.
