SB 34 (BR 407) - G. Tapp

     AN ACT relating to engineers.
     Amend KRS 322.160 to allow the State Board of Licensure for Professional Engineers and Land Surveyors to require engineer licensees to provide evidence of completion of the requisite number of continuing education hours if the licensee has failed to renew his or her license within one year of expiration; waive the continuing education requirement for engineer licensees during those years that the licensee was on active duty in the Armed Forces of the United States; amend KRS 322.290 to require the board to adopt a program for continuing education for its individual engineer licensees; forbid licensees from renewing their licenses unless the continuing education requirements are met; and prohibit any continuing education requirement that exceeds 15 clock hours per year or that includes testing or examination of the engineer licensee.

SB 34 - AMENDMENTS


     HFA (1, M. Denham) - Require the board to give an engineer licensee who fails to meet or complete his or her continuing education requirements an extension for good cause; require that the extension not exceed one year; define "good cause."

     HFA (2, T. Burch) - Exempt professional engineers who have been licensed since July 1, 1986 in good standing from the continuing education requirements.

     HFA (3, R. Adams) - Require that the continuing education requirements for professional engineers not exceed eight clock hours every two years rather than 15 clock hours per year.

     HFA (4, D. Graham) - Permit the Governor to appoint members independently submitted as well as from a list supplied by the Kentucky Society of Professional Engineers.

     HFA (5, H. Collins) - Amend Section 2 to make continuing education voluntary and provide that no action shall be taken against the license of an individual engineer licensee who does not elect to participate in continuing education.

     HFA (6, C. Meade) - Retain original provisions; amend KRS 45A.030 to define "engineering services" and "engineering-related services" amend KRS 45A.080 to require contracts for engineering or engineering-related services be awarded by competitive sealed bidding; amend KRS 45A.800, KRS 45A.803, 45A.805, 45A.807, 45A.810, 45A.815, 45A.825, 45A.830, 45A.835, and 45A.837 to conform; and repeal 45A.838.

     HFA (7, D. Ford) - Retain original provisions; exempt any licensee from the engineer continuing education requirement while that licensee is employed as a "public servant" as defined by KRS 6.611.

     HFA (8, T. Thompson) - Retain original provisions; provide that professional engineers licensed before January 1, 1972, who have maintained their license in good standing since becoming licensed, shall not be subject to any continuing education requirements.
