SB 50 (BR 1137) - D. Kelly, R. Roeding

     AN ACT relating to solid waste management.
     Amend 224.43-500 to delete date for commencing collection of environmental remediation fee; amend 224.43-505 to delete obsolete study and reporting dates; include recycling grants in the activities funded by the Kentucky pride fund; allow the Kentucky pride fund to retain unspent interest revenues; allow a portion of the environmental remediation fee to be used for recycling and household hazardous waste grants; establish entities eligible to apply for recycling and household hazardous waste grants; provide for annual distributions from the Kentucky pride fund; establish date for receipt of applications for litter cleanup funds; allow for unspent or returned litter abatement funds to be carried forward; delete requirement that illegal dump clean up grants will be semiannual; allow for the cabinet to waive the grant match requirement for certain illegal dump cleanups; establish criteria for recycling and household hazardous waste grants; and make technical corrections and renumber accordingly.

     SCA (1, V. McGaha) - Make technical correction and allow grants to be matched by in kind.

     HFA (1, J. Gooch Jr) - Amend the bill and KRS 224.43-500 to provide that no environmental remediation fee shall be required for loads of waste weighing less than 1 ton when disposal of such waste is free.
