     Direct Public Service Commission to initiate pilot program to install new electric meters in a sample of homes; direct collection of data to evaluate the efficacy of these meters in reducing electric consumption.

     HFA (1, T. Pullin) - Allow commission to initiate program in more than one community; clarify that homeowner participation is voluntary; allow plug-in devices; increase reporting requirement.
